Spill Prevention, Control and Countermeasure (SPCC) Plans

Pincelli Consulting has experienced staff that can provide turn-key Spill Prevention, Control, and Countermeasures Plan.

Facilities that maintain above ground/underground storage meeting certain specs are required to have a SPCC.

The U.S. Environmental Protection Agency (EPA) requires SPCC plans in an attempt to prevent oil from entering navigable

waters and adjourning shorelines, which can have a costly impact on the environment and your financial bottom line.

A SPCC is intended as a measure of prevention.  SPCC regulation is prevention to help prevent any discharge of oil

into navigable waters or adjoining shorelines. Pincelli Consulting personnel have completed over

300 Spill Prevention, Control and Countermeasure Plans and Pollution Prevention Plans.

Environmental Audits are useful to all companies that have been issued environmental permits for air emissions, storm water, waste water, and hazardous waste.  Pincelli Consulting will send a qualified environmental professional to your Facility to conduct the audit.  The environmental professional will inspect all environmental records, conduct key staff interviews, and tour the entire facility to gauge the effectiveness of its environmental policy.  A summary report will be created that is tailored to the Facility’s processes and will provide the client

with useful information including data gaps (potential regulatory offenses) and recommendations for future compliance strategies.

Phase One Environmental Site Assessment (ESA)

Phase I ESAs are typically required by financial lenders for the sale and/or purchase of improved or vacant real estate properties.  Phase I ESAs are governed and completed pursuant to ASTM E1527-13.  A qualified environmental professional will complete a desktop survey of the subject property using historical aerial photography, Sanborn maps, topography maps, USGS soil classification, and EDR’s suite of environmental records.  A site visit and field investigation will be performed by the same environmental professional to assess the current property condition and will note

potential and possible issues.  The submittal is a complete report of findings including conclusions based upon

potential Recognized Environmental Conditions (RECs) or Business Environmental Conditions (BECs).
