PHASE I ENVIORNMENTAL SITE ASSESSMENT
Phase I Environmental Site Assessments (Phase I ESA) are used as risk management tools to evaluate environmental liability and are usually required for commercial real estate transactions. The EPA's All Appropriate Inquiries Rule, governing the scope of Phase I Environmental Site Assessments, went into effect on November 1, 2006 and provided specific scope requirements for a Phase I ESA to meet the requirements of CERCLA's innocent land owner defense.

We also understand the “outside the scope” issues related to scheduling for these types of projects and operate on expedited return times as a standard.
The ASTM E1537-13 standard defines four components to identify and report Recognized Environmental Conditions (RECs):
1.) Records Review – Pincelli Consulting will conduct a records review of available government and
non - government files, databases, and websites.
2.) Site Reconnaissance – Pincelli Consulting will conduct an on-site visit to gather physical information and photographs of present site conditions.
3.) Interviews – Pincelli Consulting will conduct in-person (when possible) interviews with property owners and/or managers who, preferably, have historical site information. An interview checklist will be provided in writing to be completed and returned prior to site reconnaissance, if feasible.
4.) Report – Pincelli Consulting will provide a complete report with all findings of RECs discovered during the process. In addition, the final report will contain a comprehensive, site specific history including aerial photographs, city directories, topographic maps, and current site photographs. Pincelli Consulting will deliver the executive summary and report for one (1) round of draft review and comments via email.
